His Beatitude Metropolitan Volodymyr was conferred on the title "The Hero of Ukraine"

July 8, President Viktor Yanukovych awarded Ukraine’s top medal to Patriarch Volodymyr of the Moscow-affiliated Ukrainian Orthodox Church.

Title was established by the Decree of the President of Ukraine № 944/98 dated August 23, 1998 to decorate citizens of Ukraine for a heroic deed or a laborious feat. According to this Decree the Cabinet of Ministers of Ukraine has set privileges in salaries, social security and health care for the people awarded the Hero of Ukraine title.

National communities in Ukraine called the Venice Commission to refrain from preconceived conclusions

The 86th Plenary Session of the Commission (Venice) 25/03/2011 - 26/03/2011 is expected to adopt the opinions concerning Ukrainian draft law on languages. National minorities NGO adressed the Venice comission to refrain from preconceived conclusions and send their Assessment of the draft opinion (CDL(2011)010) on the Draft Law “On Languages in Ukraine”  (CDL-REF(2011)001) drawn up on the basis of comments by Messrs Bartole, Velaers and Mr Galdia, expert of  the Directorate General of Human Rights and Legal Affairs of the Council of Europe.

May 19, 2011 the People`s Deputy Vadym Kolesnichenko had introduced a draft law to the Verkhovna Rada of Ukraine “On Amendments to the Criminal Code of Ukraine” (concerning measures targeting extremism). As stated in a memorandum, the law intends to toughen the fight against street extremism acts by establishing liability for escaping identification by wearing masks, hoods or other means of concealing a person's face at meetings, pickets, demonstrations and other public and political  events.

Russian-speaking citizens of Ukraine - category of people whose cultural background is associated with Russian language regardless of ethnic and territorial distinctions

According to official data from the 2001 Ukrainian census, the Russian language is native for over 14,273,000 Ukrainian citizens (29.3% of the total population). Ethnic Russians form 56% of the total Russian-speaking population, while the remaining Russian-speaking are people of other ethnic background: 5,545,000 Ukrainians, 172,000 Belarusians, 86,000 Jews, 81,000 Greeks, 62,000 Bulgarians, 46,000 Moldavians, 43,000 Tartars, 43,000 Armenians, 22,000 Poles, 21,000 Germans, 15,000 Crimean Tartars.

According to a 2004 public opinion poll by the Kiev International Sociology Institute, the number of people using Russian language at their homes considerably exceeds the number of those who declared Russian as their native language in the census. According to the survey, Russian is used at home by 43–46% of the population of the country (in other words a similar proportion to Ukrainian) and Russian-speaking people make a majority of the population in Eastern and Southern regions of Ukraine: Autonomous Republic of Crimea – 97% of the population, Dnipropetrovsk Region ­­– 72%, Donetsk Region – 93%, Zaporizhya Region  – 81%, Luhansk Region  – 89%, Mykolaiv Region  – 66%, Odessa Region  – 85%, Kharkiv Region  – 74%, Russian language dominates in informal communication in the capital of Ukraine, Kiev. It is also used by a sizeable linguistic minority (4-5% of the total population) in Central and Western Ukraine.

According the Law on Languages adopted in Ukrainian SSR in 1989, Russian was specified as the language of communication in Ukraine. Ukraine signed the European Charter on Regional or Minority Languages in 1996, and ratified it as late as in 2002 when the Parliament adopted the law that implemented the chosen undertakings of the Charter. Since then, no specific law was adopted to define the territory and measures to protect the Russian language.

    Russian language is used by a large part of the population in Ukraine, including persons belonging to other national minorities. It is the most common first language in Donbass, Odessa and Crimea regions, the most commonly used language in east and south cities of the country as well as in its capital, Kiev, and the most widespread second language throughout Ukraine. The Russian language in Ukraine is not a state language, and recognized as language of a national minority only.
